Procedure
- With the carburetor attached and hooked up to the governor lever with throttle link, loosen screw holding lever on the shaft
- Push the governor lever toward the left as far as it will go, hold it there and turn the governor shaft to the right with pliers until it strikes a stop in the crankcase
- Tighten the screw that holds the governor lever to the shaft until it is snug
- Push the governor lever to the right as far as it will go and tighten the screw securely
